There is, of course, a separate problem about these ships, namely whether the Hong Kong authorities can sell them in order to recoup the money spent on their maintenance. I have been corresponding with Radford, of the Colonial Office, about this; and I am copying this letter (with enclosure) to him in case the two problems should become intertwined.
